From the temporary solution to the successful model
The seven institutes under the umbrella of FVB were founded in 1992. They evolved from former institutes of the Academy of Sciences of the German Democratic Republic, following a positive evaluation by the German Council of Science and Humanities.
At that time, the institutes faced identical problems: they had to establish an administration, conclude employment contracts and refurbish dilapidated buildings. For this reason, the Federal State initially set up a holding company, the joint parent organisation “Forschungsverbund” (research association). This was carried out on condition that the institutes retained their scientific autonomy. The holding company was to be dissolved after five years; after only two years, however, the institutes decided to maintain the Joint Administration. Hence the institutes are scientifically independent, but constitute one single legal entity. The Ferdinand-Braun-Institut, Leibniz-Institut fuer Hoechstfrequenztechnik (FBH) was also originally a member of the Forschungsverbund Berlin. The institute left FVB on January 1, 2021.
The FVB institutes, funded jointly by the Federal Government and Federal State, are all members of the Leibniz Association.
